10 dollars per year RackNerd server (512MB of RAM, 1 CPU, 10GB storage, 1.5 TB per month).
2 dollars for the first year porkbun domain.
Debian GNU/Linux the universal operating system.
SQLite database.
Normal RAM usage is a bit over 100MiB with Debian taking a bit less than 50MiB.
